イギリス文化都市交流ワークショップに参加し、文化都市の発展と持続可能なガバナンスを議論 Participating in the UK Cultural Cities Exchange Workshop: Discussing Urban Development and Sustainable Governance
イギリス文化都市交流ワークショップ (Discussing Urban Development and Sustainable Governance/Jan. 28th to Feb. 3rd 2024)に参加し、イギリスの代表的な文化都市であるバース（Bath）、リーズ（Leeds）、ハル（Hull） の専門家たちと交流を深めました。このワークショップでは、文化都市のガバナンス、文化振興の基盤（ファウンデーション）、プログラム計画、地域の文化力の強化、文化都市の評価基準 など、多岐にわたるテーマについて意見を交わしました。
文化都市が持続的に発展し、地域住民にとって価値ある存在であり続けるためには、適切なガバナンスのあり方が重要であるという認識が共有されました。特に、行政・民間・市民団体がどのように協力し、文化都市を効果的に運営していくかについて、各都市の事例をもとに議論が行われました。
バースでは、世界遺産の都市としての文化財保護と観光開発のバランス が課題となっており、文化資源の適切な管理が求められています。一方、リーズやハルでは、文化活動を通じた地域経済の活性化や創造産業の振興 に力を入れており、それぞれの都市が持つ特性に応じた異なるガバナンスモデルが存在することが明らかになりました。文化都市が長期的に発展するためには、文化振興の基盤の整備が不可欠です。そのためには、行政主導の政策だけでなく、地域住民や文化団体、企業などの多様なステークホルダーが参画し、持続可能な文化政策を策定すること が求められます。ワークショップでは、各都市の文化プログラム計画についても紹介されました。
たとえば、ハルは2017年のUKシティ・オブ・カルチャー（英国文化都市） に選ばれたことを契機に、アート、音楽、パフォーマンスなどの大規模な文化イベントを開催し、市民の文化参加を促進してきました。リーズでは、2023年にLeeds 2023という1年間にわたる文化プログラム を実施し、都市の文化的アイデンティティを国内外に発信する試みを行っています。
文化都市としての成功を測るためには、単に観光客の増加や経済的な成果だけでなく、地域の文化力をいかに高めるか も重要な要素となります。ワークショップでは、文化政策の評価基準についても議論が交わされました。イギリスの文化都市では、定量的なデータ（来場者数、経済効果など）だけでなく、市民の文化活動への参加率や、文化を通じた地域の一体感 など、定性的な指標も重視されています。また、文化都市の発展が地域住民の生活の質にどのような影響を与えているのかを評価することも大切であると指摘されました。
今回のワークショップを通じて、イギリスの文化都市の多様な取り組みや成功事例を学ぶことができました。また、文化都市の発展には、地域ごとの特性を活かしながらも、国際的な視点を取り入れることが重要であると改めて認識しました。
We participated in the UK Cultural Cities Exchange Workshop(January 28th to February 3rd, 2024), where we engaged with experts from the UK's representative cultural cities—Bath, Leeds, and Hull. This workshop provided an opportunity for meaningful discussions on a wide range of topics, including cultural city governance, the foundation of cultural promotion, program planning, strengthening local cultural capacities, and evaluation criteria for cultural cities.
A shared understanding emerged that appropriate governance is crucial to ensuring that cultural cities develop sustainably and continue to provide value to local communities. Discussions were based on case studies from each city, focusing on how governments, private sectors, and civic organizations can collaborate effectively in managing cultural cities.
In Bath, a UNESCO World Heritage city, the balance between heritage conservation and tourism development remains a challenge, necessitating proper management of cultural resources. Meanwhile, Leeds and Hull have focused on revitalizing their regional economies and promoting creative industries through cultural activities, showcasing different governance models suited to each city's unique characteristics.
For cultural cities to thrive in the long term, establishing a solid foundation for cultural promotion is essential. This requires not only government-led initiatives but also the active participation of local residents, cultural organizations, and businesses in formulating sustainable cultural policies. The workshop also introduced various cultural program planning strategies adopted by different cities.
For example, Hull was designated as the UK City of Culture in 2017, a turning point that led to the hosting of large-scale cultural events in art, music, and performance, significantly encouraging public participation in cultural activities. Similarly, Leeds launched Leeds 2023, a year-long cultural program designed to showcase the city's cultural identity both domestically and internationally.
Measuring the success of a cultural city is not only about increasing tourist numbers and economic benefits but also about enhancing local cultural capacity. The workshop featured discussions on evaluation criteria for cultural policies. In UK cultural cities, both quantitative data (such as visitor numbers and economic impact) and qualitative factors (such as citizen participation in cultural activities and the sense of community fostered through culture) are highly valued. Additionally, participants emphasized the importance of evaluating how cultural city development affects the quality of life for local residents.
Through this workshop, we gained valuable insights into the diverse initiatives and success stories of UK cultural cities. Furthermore, it became clear that while each cultural city must leverage its unique characteristics, integrating an international perspective is also crucial for long-term development.
